Tasks of the College Council:

First: General Tasks :

1. Develop the strategic plan of the college in line with the strategic plans of the university, including the following :

  • Scientific research strategy in the college .
  • The strategy of applying quality and academic accreditation in the college .
  • Graduate Studies Strategy at the College.
  • The strategy of the systematic and extracurricular student activity of the college.

E. Scholarship and training strategy for college employees .

2. Consider what is referred to it by the University Council, its president, vice president or dean of the college for study and presentation . Opinion.

3. Proposing or amending study plans with coordination between departments.

4. Proposing curricula, textbooks and references in the departments of the college.

5. Proposing the internal regulations of the college.

6. Deciding on student matters that fall within his competence, and directing the University Council otherwise.

7. Recommending the development of academic programs .

8. Approving the study schedules in accordance with Article (43) of the system of the Council of Higher Education and Universities . and its implementing regulations .

9. Approving the annual reports of the college's programs .

     10. Approving self-study for college programs .

Second: Human Resources : 

A/ Scholarship and Training 

  1. Recommending the scholarship of teaching assistants and lecturers and extending them or terminating their missions. .
  2. Recommending the approval of changing the scholarship student for his major, university, or country of study, as done . Lift it from the department council.
  3. Submit a report on the status of college scholarship students who are struggling in their studies after half the period. .
  4. Preparing a detailed annual report on the status of scholarship in the college to be submitted to the University Council. .
  5. Recommending the approval of the scientific trip of the scholarship based on the recommendation of the supervisor and the endorsement of the attaché .Cultural.
  6. Recommending the suspension of the scholarship student's allowances if he changes his major, university, or place of study without . The approval of the Department Council, or if he is unable to continue studying according to the reports related to the progress of his studies, or if he violates the regulations or instructions, or refrains from implementing them, or if he does not obtain the required qualification within the specified period, or if it is proven that he has stopped studying, or if he leaves the place of study without an acceptable excuse.

B / sabbatical, conferences and seminars :

  1. Recommending that the faculty member obtain a sabbatical leave for a period of one academic year, after the lapse of five years from his appointment, or from enjoying a previous sabbatical leave, or for one semester after the lapse of three years from his appointment, or from enjoying a previous sabbatical leave.
  2.  Consider the report submitted on the achievements of the faculty member during the sabbatical. .
  3.  Recommending the approval of the participation of the faculty member in conferences and seminars held . Inside or outside the Kingdom.

C/ Appointment, promotions and use :

  1. Recommending the appointment of faculty members, teaching assistants, and lecturers. .
  2. Recommending appointment to the rank of assistant professor without the requirement to obtain a doctorate degree . In disciplines in which a doctorate degree is not granted in accordance with the controls specified in the education system and its regulations.
  3. Recommending the approval of the work of the faculty member as a part-time consultant, or renewing it . In government agencies, the private sector, or regional or international organizations.
  4. Recommending the employment of non-Saudi faculty members who have exceeded the upper age limit . Sixty Gregorian years (within ten years for professors and associate professors, five years for assistant professors, and three years for other categories.
  5. Recommending the calculation of experiences for non-Saudi faculty members in non-university teaching . If it is in the field of specialization, and after the academic qualification on which it was contracted at the rate of one year for every two years.
  6. Considering the promotion of a faculty member based on the recommendation of the competent department council, and nominating a number of . No less than eight specialized arbitrators nominated by the Department Council, or others.
  7. Recommending the use of part-time professors for a period not exceeding two years, renewable. .
  8. Recommending the use of non-employees of distinguished Saudi competencies from outside the university . To do the teaching.

D. Rewards and Incentives :

  1. Approving the payment of teaching units allowance if the number of teaching units for faculty members increases . Teaching and the like from within the university, for the prescribed quorum.
  2. Recommending a maximum increase in the end-of-service gratuity for non-Saudi faculty members.100% (provided that the total amount does not exceed (100.000 riyals) for faculty members and their equivalents.
  3. Recommending granting the part-time professor a reward equivalent to the first academic rank he was.  If he is not a former faculty member, the University Council determines the amount of the remuneration not exceeding the first rank of assistant professor.

E/ Transfer, resignation and retirement:

  1. Recommending the transfer of a faculty member and the like from another college at the university and to it building . The recommendation of the competent councils.
  2. Recommending the transfer of a faculty member and the like to a job outside the university based on . Recommendation of the competent councils.
  3. Recommending the acceptance of the resignation of the faculty member and the like or referring him to early retirement . At his request.

D. Delegation, Secondment and Dispatch :

  1. Recommending the assignment of a faculty member and the like to work for government agencies. .
  2.  Recommending the secondment of the services of the faculty member and the like. .
  3.  Recommending sending a faculty member on a scientific mission outside the university headquarters. .
  4.  Recommending sending a faculty member to teach outside the Kingdom. .
  5.  Recommending that a faculty member be allowed to travel to conduct research at a university other than his or her own . Summer holidays.  

Third: Students :

A/ Admission and Registration :

  1. Approving the equivalence of courses studied by the student outside the university in accordance with the executive rule of Article 42 of the Regulations of Study and Tests for the undergraduate stage.
  2. Approving the student's study of courses if the student completes the courses required for graduation and his average is less than 2 after the recommendation of the Department Council.
  3. Setting admission and transfer controls to and from the college
  4. Propose the number of students to be admitted annually
  5. Approval of Student Re-Enrollment
  6. Granting the student a fourth chance to those who did not obtain it automatically, provided that there is an improvement in the student's performance in the last two semesters in accordance with the executive rule of Article 20 of the study and tests regulations for the undergraduate stage .

B/ Tests :

  1. Agreeing to give the student the opportunity of an alternative final exam within a period not exceeding the next semester
  2. Approval of the re-correction of the answer sheets within a period not exceeding the beginning of the final exams . For the next semester in accordance with the executive rule of Article 39 of the Examination Regulations.
  3. Determine the semester business grade
  4. Approval that the final exam of the course will include a practical or oral test based on . Recommendation of the department council to which it is affiliated
  5. Approval of the exemption of seminars, research and practical courses from the tests . Grades and determining the student's measurement in these courses
  6. Forming a committee to organize the final exam.
  7.  Establish a mechanism for applying confidentiality in final exam procedures
  8.  Assigning the final exam questions for some courses based on the recommendation of the head of the department.
  9. Assigning the correction of tests to faculty members other than the course professor when needed.
  10. Determining the duration of the final exam to not less than one hour and not more than three hours .  
  11. Proposing exam dates and setting regulations for conducting them .          
  12. Lifting the deprivation of the student to enter the final exam .        

C. Postgraduate Studies :

  1. Recommending the addition of conditions for admission to the master's or doctoral stages based on the recommendation of the department . Specialist.
  2. Recommending the admission of students to study a master's or doctorate in a field other than their field of specialization based on . Recommendation of the Department Council.
  3. Recommending that the student be given one additional opportunity for one semester, or two semesters as a maximum.
  4. Recommending granting the student an additional opportunity not exceeding two semesters based on a report from the supervisor and on the recommendation of the Department Council.
  5. Recommending the acceptance of transferring the student to the college from another recognized university based on the recommendation of the Department Council and taking into account the conditions of transfer
  6. Recommending the equivalence of the study units studied by the student transferred from another recognized university based on the recommendation of the Department Council
  7. Setting the controls for transferring the student from one major to another within the college.
  8. Recommending the proposal of the courses required to obtain the diploma, and the name of the certificate based on the proposal of the Department Council.
  9. Approving alternative tests and courses that require more than one semester in postgraduate courses based on the recommendation of the Department Council .
  10. Recommending a comprehensive written and oral test held by a specialized committee according to specific rules for the graduate student after completing all the required courses based on the recommendation of the Department Council
  11. Recommending the approval of increasing the supervision of the faculty member on scientific theses to five theses based on the recommendation of the Department Council.
  12. Approving the appointment of an alternative supervisor for the thesis in the event that the supervisor is unable to continue, dies, or ends his service at the university based on the proposal of the Department Council.
  13. Recommending the formation of a defense committee on scientific theses based on the recommendation of the Department Council. .
  14. Approving the graduate programs proposed by the departments, and submitting them to the Deanship Council            Graduate .
  15. Approval of the admission of those who have a grade of (good) in some graduate programs that            Determined by the University Council based on the recommendation of the Department Council, provided that the student's average is not less than in

All cases are very good in the specialization courses for the undergraduate stage in accordance with the executive rule of Article 15 of the Graduate Studies Regulations .

  1. Approving the determination of the supervisor of the student's thesis in graduate studies based on a recommendation         Department Council    

Fourth: Scientific Research :

Encouraging the preparation of scientific research and coordination between the departments of the college and working to publish it.
