First: General Responsibilities
- Developing the College's strategic plan in alignment with the University's strategic plans, including the following:
- The College's scientific research strategy.
- The College's strategy for implementing quality and academic accreditation.
- The College's graduate studies strategy.
- The College's curricular and extracurricular student activity strategy.
- e. The scholarship and training strategy for the College's personnel.
- Considering matters referred to it for study and opinion by the University Council, its President, his Deputy, or the Dean of the College.
- Proposing study plans or amending them, with coordination among the departments.
- Proposing the curricula, prescribed textbooks, and references in the College's departments.
- Proposing the College's internal bylaws.
- Deciding on student matters that fall within its competence, and referring all other matters to the University Council.
- Recommending the introduction of new academic programs.
- Approving the study timetables in accordance with Article (43) of the Higher Education Council and Universities Statute and its executive regulations.
- Approving the annual reports of the College's programs.
- Approving the self-study of the College's programs.
Second: Human Resources
A. Scholarships and Training:
- Recommending the granting of scholarships to teaching assistants and lecturers, extending them, or terminating them.
- Recommending approval for a scholarship recipient to change their field of specialization, university, or country of study, as submitted by the Department Council.
- Submitting a report on the status of the College's scholarship recipients who are struggling in their studies after half of the period has elapsed.
- Preparing a detailed annual report on the status of scholarships in the College, to be submitted to the University Council.
- Recommending approval of a scholarship recipient's academic field trip, based on the supervisor's recommendation and the endorsement of the Cultural Attaché.
- Recommending the suspension of a scholarship recipient's allowances if they change their field of specialization, university, or place of study without the approval of the Department Council; or if they are unable to continue their studies according to reports related to their academic progress; or if they violate the regulations or instructions, or refuse to comply with them; or if they fail to obtain the required qualification within the specified period; or if it is established that they have ceased their studies or left the place of study without an acceptable excuse.
B. Academic Sabbaticals, Conferences, and Seminars:
- Recommending that a faculty member be granted a sabbatical for one academic year, after five years have elapsed since their appointment or since their previous sabbatical; or for one semester after three years have elapsed since their appointment or since their previous sabbatical.
- Considering the report submitted on the faculty member's achievements during the sabbatical.
- Recommending approval of a faculty member's participation in conferences and seminars held inside or outside the Kingdom.
C. Appointment, Promotion, and Engagement:
- Recommending the appointment of faculty members, teaching assistants, and lecturers.
- Recommending appointment to the rank of Assistant Professor without requiring a doctoral degree, in fields in which the doctoral degree is not granted, in accordance with the controls specified in the education statute and its regulations.
- Recommending approval for a faculty member to work as a part-time consultant, or the renewal thereof, in government entities, the private sector, or regional or international organizations.
- Recommending the employment of non-Saudi faculty members who have exceeded the upper age limit (sixty calendar years), within ten years for Professors and Associate Professors, five years for Assistant Professors, and three years for other categories.
- Recommending the crediting of experience for non-Saudi faculty members in fields other than university teaching, if it is within the field of specialization and subsequent to the academic qualification on the basis of which they were contracted, at the rate of one year for every two years.
- Considering the promotion of a faculty member based on the recommendation of the relevant Department Council, and nominating a number of specialized reviewers—no fewer than eight—nominated by the Department Council or others.
- Recommending the engagement of part-time professors for a period not exceeding two years, renewable.
- Recommending the engagement of distinguished Saudi talent from outside the University, other than employees, to carry out teaching.
D. Bonuses and Incentives:
- Approving the payment of a teaching-units allowance if the number of teaching units for faculty members and those of equivalent status from within the University exceeds the prescribed quota.
- Recommending an increase in the end-of-service gratuity for non-Saudi faculty members up to a maximum of 100%, provided that the total does not exceed SAR 100,000 for faculty members and those of equivalent status.
- Recommending that a part-time professor be granted a bonus equivalent to the starting salary of the academic rank they previously held; and if they are not a former faculty member, the University Council shall determine the amount of the bonus, not to exceed the starting salary of the rank of Assistant Professor.
E. Transfer, Resignation, and Retirement:
- Recommending the transfer of a faculty member, and those of equivalent status, from and to another college in the University, based on the recommendation of the relevant councils.
- Recommending the transfer of a faculty member, and those of equivalent status, to a position outside the University, based on the recommendation of the relevant councils.
- Recommending the acceptance of the resignation of a faculty member, and those of equivalent status, or their referral to early retirement at their request.
F. Secondment, Loan of Services, and Dispatch:
- Recommending the secondment of a faculty member, and those of equivalent status, to work for government entities.
- Recommending the loan of services of a faculty member and those of equivalent status.
- Recommending the dispatch of a faculty member on an academic mission outside the University's premises.
- Recommending the dispatch of a faculty member to teach outside the Kingdom.
- Recommending permission for a faculty member to travel to conduct research at a university other than their own during the summer vacation.
Third: Students
A. Admission and Registration:
- Approving the equivalency of courses studied by a student outside the University, in accordance with the executive rule of Article (42) of the Regulations for Study and Examinations at the Undergraduate Level.
- Approving a student's study of additional courses if the student has completed the courses required for graduation but their GPA is below 2, following the recommendation of the Department Council.
- Establishing the controls for admission to and transfer from the College.
- Proposing the number of students to be admitted annually.
- Approving the reinstatement of a student's enrollment.
- Granting a student a fourth opportunity, for those who did not obtain it automatically, provided there is an improvement in the student's performance in the last two semesters, in accordance with the executive rule of Article (20) of the Regulations for Study and Examinations at the Undergraduate Level.
B. Examinations:
- Approving the granting of an alternative final examination opportunity to a student within a period not exceeding the following semester.
- Approving the re-grading of answer sheets within a period not exceeding the start of the final examinations of the following semester, in accordance with the executive rule of Article (39) of the Examinations Regulations.
- Determining the grade for semester coursework.
- Approving the inclusion of a practical or oral examination within the final examination of a course, based on the recommendation of the relevant Department Council.
- Approving the exemption of seminar, research, and practical courses from examinations and grades, and determining how the student is assessed in these courses.
- Forming a committee to organize the final examination process.
- Establishing a mechanism for applying confidentiality in the procedures of the final examinations.
- Assigning the setting of final examination questions for certain courses, based on the recommendation of the Head of Department.
- Assigning the grading of examinations to faculty members other than the course instructor when needed.
- Determining the duration of the final examination at no less than one hour and no more than three hours.
- Proposing examination dates and establishing the regulations governing their conduct.
- Lifting the bar preventing a student from sitting the final examination.
C. Graduate Studies:
- Recommending the addition of admission requirements for the Master's or Doctoral levels, based on the recommendation of the relevant department.
- Recommending the admission of students to study for a Master's or Doctorate in a field other than their specialization, based on the recommendation of the Department Council.
- Recommending the granting of one additional opportunity to a student, for one semester or a maximum of two semesters.
- Recommending the granting of an additional opportunity to a student, not exceeding two semesters, based on a report from the supervisor and the recommendation of the Department Council.
- Recommending the acceptance of a student's transfer to the College from another recognized university, based on the recommendation of the Department Council and in observance of the transfer conditions.
- Recommending the equivalency of the study units completed by a student transferring from another recognized university, based on the recommendation of the Department Council.
- Establishing the controls for transferring a student from one specialization to another within the College.
- Recommending the courses required to obtain the diploma and the title of the certificate, based on the proposal of the Department Council.
- Approving alternative examinations and courses that require more than one semester of study among graduate courses, based on the recommendation of the Department Council.
- Recommending the administration of a comprehensive written and oral examination, conducted by a specialized committee according to specified rules, for a graduate student after they have completed all required courses, based on the recommendation of the Department Council.
- Recommending approval to increase a faculty member's supervision of theses to five theses, based on the recommendation of the Department Council.
- Approving the designation of an alternative thesis supervisor in the event that the supervisor is unable to continue, or upon their death or the termination of their service at the University, based on the proposal of the Department Council.
- Recommending the formation of the examination committee for theses, based on the recommendation of the Department Council.
- Approving the graduate studies programs proposed by the departments, and submitting them to the Council of the Deanship of Graduate Studies.
- Approving the admission of those holding a "Good" grade in certain graduate programs designated by the University Council, based on the recommendation of the Department Council, provided that the student's GPA in all cases is no less than "Very Good" in the major courses at the Bachelor's level, in accordance with the executive rule of Article (15) of the Graduate Studies Regulations.
- Approving the designation of the supervisor of a graduate student's thesis, based on the recommendation of the Department Council.
Fourth: Scientific Research
- Encouraging the preparation of scientific research, coordinating it among the College's departments, and working to publish it.
